Monique Parrish is the Director of LifeCourse Strategies, a health care consulting firm providing strategic planning, meeting facilitation, community-based research, program development, and project management to public and nonprofit organizations addressing the health and social service needs of underserved and underrepresented communities. For the past decade, Dr. Parrish has provided project management and research support to multiple initiatives focused on increasing access to palliative care for vulnerable communities in California. She is the author of numerous palliative care and post-acute care reports and journal articles. Dr. Parrish provides weekly volunteer clinical social work services to homeless women.

Marvin Gordon, MD

Marvin Gordon, MD is a graduate of the University of Maryland School of Medicine. He is board certified in Internal Medicine and Gastroenterology and practiced for 20 years in Laguna Beach, serving as Chief of Staff and Board Member of South Coast Medical Center. He was CEO and founder of South Coast IPA; CFO, CMO, and a founder of Monarch Healthcare IPA; CEO of Affiliated Doctors of Orange County; California CMO of Vanguard Health Systems; Interim CEO of La Palma Hospital; CMO of Phoenix Health Plan; and has served as Regional Medical Director at Health Net of California since 2010. Dr. Gordon is co-director and founder of Health Net’s Care Connections palliative care program for California. He has served on the Stewardship Committee of the San Diego Accountable Community for Health since its inception, co-designed Neighborhood Networks to address social determinants of health and is a Clinical Consultant for Neighborhood Networks.

Phaedra Kunze, MA

The Elizabeth Hospice

Phaedra Kunze, MA is Director of Palliative Care and Business Services at The Elizabeth Hospice, the largest independent nonprofit hospice in San Diego County and Southwest Riverside Country. She began her healthcare career in managed care with United HealthCare and other leading providers. Her passion for serving the elderly led her to The Elizabeth Hospice where she has worked for more than 20 years. As Director of Palliative Care and Business Services, Ms. Kunze leads a team of clinical professionals who provide medical and emotional support to an underserved group – those who have been diagnosed with a serious or life-limiting illness and are continuing to receive curative treatment. Ms. Kunze received a Master of Arts in Communications from San Diego State University and is certified in nonprofit organization management.

Tracy Hitzeman, RN, CCM
Executive Director of Clinical Operations
Health Plan of San Joaquin

Tracy Hitzeman, RN, CCM is the Executive Director of Clinical Operations with the Health Plan of San Joaquin (HPSJ). Ms. Hitzeman has over 35 years of clinical and managed care experience, focused on ensuring regulatory requirements in the health plan areas of Utilization Management, Case Management and Long-Term Supports and Services and working with departments representing these areas. Her recent major strategic Medi-Cal initiatives included the implementation of the Whole Child Model, the Health Homes Program, and CalAIM in a sister public plan.  

Tapinder Dhillon, RN, BSN, CMCN
Interim Manager of Case Management
Health Plan of San Joaquin

Tapinder Dhillon, RN, BSN, CMCN is the Interim Manager of Case Management at Health Plan of San Joaquin (HPSJ). She has 17 years of nursing experience as an Oncology nurse, Med-Surg, Nursing educator, Long Term Care and Hospice nurse. In her current role, Ms. Dhillon is leading the case management team in CalAIM initiatives for the Health Plan of San Joaquin.
