On Sept. 8, 2016, the California Department of Health Care Services (DHCS) held a webinar to review its policy paper (PDF) describing General Eligibility and Disease-Specific Eligibility Criteria under Senate Bill 1004 (Hernandez).

The next step in implementing this legislation is for DHCS to draft and distribute an “All Plan Letter” to instruct the Medi-Cal Managed Care Plans to adopt and implement the SB 1004 requirements.

The Department of Health Care Services (DHCS) is continuing their discussions regarding palliative care and SB 1004 (Hernandez, Chapter 574, Statutes of 2014) through a webinar that will provide an update on SB 1004 and DHCS efforts, and discuss the final policy.

SB 1004 was supported by CCCC. This legislation is a significant milestone for palliative care in California and a sign that the voices of palliative care advocates are being heard!

SB 1004 requires DHCS to ensure delivery of palliative care services to Medi-Cal beneficiaries. The bill passed the California legislature in 2014 with overwhelming and bipartisan support. SB 1004 was designed to expand access to palliative care services for enrollees of Medi-Cal managed care plans which serve more than 10.3 million Californians.
