State of Medi-Cal Palliative Care: Findings from the Annual Plan and Provider Surveys

Anne Kinderman is a clinical professor of medicine at the University of California, San Francisco (UCSF), and provides clinical care as an attending physician in the UCSF Division of Palliative Medicine.  Between 2009 and 2021, she served as the director of the Supportive & Palliative Care Service at San Francisco General Hospital, a role in which she helped to develop inpatient and outpatient palliative care services and led numerous quality improvement and educational initiatives. Dr. Kinderman’s scholarly work has included developing a curriculum in palliative care interpreting for professional medical interpreters, promoting high-quality care for vulnerable patients with serious illness, and expanding palliative care services in safety net health systems.

Kathleen Kerr is a healthcare consultant and a partner in the firm Transforming Care Partners is focused on scaling sustainable serious illness care programs, with particular emphasis on payer-provider partnerships, developing standards and measures, and promoting a population-based, longitudinal perspective to measurement and serious illness care. Her clients include health systems, health plans, independent community-based organizations, and philanthropies. She has worked on several statewide initiatives aimed at facilitating implementation of the California law that mandates access to palliative care for seriously ill Medicaid beneficiaries and is part of a team that is supporting development of a similar benefit in Hawai’i. She serves on the National Hospice and Palliative Care Organization’s Palliative Care Council and is a longtime member of the Award Committee for the American Hospital Association’s Circle of Life Award, which recognizes excellence and innovation in the delivery of hospice and palliative care.
